Blood thirsty zionists are ruthlessly carrying on their 100-year-old war against the poor, innocent Palestinians as this is written (Jan.16, 2009) with over 1,055 killed and thousands wounded but the “civilised” Western world and its spineless United Nations are simply blinking without doing anything.

Even Barack Obama, already a prisoner in the jail of zionists and the American Christian right, is silent on this world’s gravest problem and despite world-wide protests against aggression. A grave humanitarian crisis.

The brave Hamas, however, is not bending and we can confidently predict that Hamas and the Palestinians cannot be silenced, cannot be defeated.

Israel is a powerful nuclear-armed country with awful military power. And yet when it could not defeat a puny, pauper Palestine even after a 100 year-war, can it do it in just 20 days? What a shame?

Remember: Dalit Voice has never gone wrong in its 28-year-long history because we always base our findings on Justice, Truth and the facts of history all of which are on the side of the Palestinians to whom Palestine belongs. Our claim can be verified on the DV references cited at the end. The zionist claim on Palestine is not based on available facts of history. The Jewish scriptures may say that “god created Israel”. Which god? There are any number of Truth-seeking, good-hearted Jews who do not agree with this god. Did not the outgoing criminal, George W. Bush, rightly booted at Baghdad (DV Jan.1, 2009 p.5: “DV salutes brave Bush beater”), say that god himself asked him to launch the Iraq war? What happened to this god? Why this god did not save him from being declared America’s worst criminal President?

ARABS DID NOT CAUSE “HOLOCAUST”

So, the zionist claim that god created Israel is downright humbug. Their own Jews and all other god-believing humanists have dismissed this claim.

Israel may exist. Yes. By all means. But that does not mean the zionist claim on Palestine is a legitimate one. History does not admit it.

In 1909 the mostly Russian socialist idealists of the zionist movement set up an armed group, Hashomer, to protect their new farms and villages in Palestine from Arab marauders. Since then has come the dismal march of wars — 1948, 1956, 1967, 1973, 1982, 2006 and now 2009 — each seared by blood and fire into the conflicting myths and memories of the two sides.

Even if we accept the zionist claim that 6 million Jews had been exterminated by German Nazis during the World War-II (what they call “holocaust”), why should the Jews now run after the Muslims? It was not the Arab Muslims who slaughtered the 6 million Jews. It was the European (German) Christians. Why should the Jews now punish the Muslims for the crimes committed by somebody else?

The zionist charge against Hamas is that it does not recognise Israel’s right to exist. Hamas is right because Israel is not a legitimate state and hence it does not have the right to exist. Till P.V. Narasimha Rao became PM, even India did not recognise Israel.

FOUNDER OF ZIONISM

Zionism took birth in 1897. Eastern Europe, mainly Russia, was the heart of Jews, one of the most hated people in the world, so effectively portrayed by Shakespere in his characterisation of Shylock, the blood-sucker Jew.

Theodore Harzel of Hungary was the founding father of zionism. But there are any number of Jews who do not contribute to zionism. Take the case of Karl Marx, Einstein etc.

The so-called “historical connection” of Jews with Palestine has no proof in history. When history has no proof, what gives the Jews the “historic title” to Palestine? This question is the crux of the world’s longest lasting dispute which is continuing even to this day.

JEWISH NATION LASTED 75 YEARS

Historians say Jews occupied Palestine only for a very short period. Palestine was occupied by many foreign powers of which Jews were one. David no doubt established the Jewish state in Palestine. But the Jewish kingdom was destroyed by Assiriyans.

From 587 BC to 1948 AD — for over 25 centuries — there was no Jewish rule in Palestine. Their so-called “historical connections” to Palestine is a historical bluff. Just because they repeat their lie a million times through the media they own and the books they publish they think they can change history. No.

That doesn’t mean there was no Jewish presence in Palestine. Jesus was a Jew but he established the holy land of Christendom in Jerusalem. Not the kingdom of Jews.

These historical facts reveal that “the life span of one united Jewish nation of David and Solomon was not more than 75 years” (Zionism, The Real Enemy of Jews, Part I – 2005, Alan Hart, p.29).

Therefore, Palestine is not the original home of Jews. This is what history says.

On the other hand Arabs were the single largest population of Palestine.

The zionists are experts in manufacturing lies and selling it as sacred truth, because they own the entire Western media and control the political power to convert lies into truth.

It was the British Govt., controlled by the Jews, in 1917 that played the mischief in handing over Palestine, then under the British rule, to the zionists. If the poor, persecuted Palestinians today are surviving, though demoralised and deceived by the oil-rich Arab rulers (not the masses) and the Western world leaders, it is solely because Justice and Truth plus history are behind these tortured souls.

Israel can boast that it can make and also break anybody and anything in the world. Yes. This is true. It has proved it. How many American Presidents it killed, humbled. The current ominous silence of Obama is also because of the fear of zionists. It may go on boasting about its legendary power but while saying so it is having blood in its hands. HOW ISRAEL CAN GET SECURITY ?

Historians agree that the Palestinians are the victims of a massive injustice which the Western world leaders, the United Nations and the media refused to recognise — not to speak of ending it.

Israel today says it has no security and blames the “terrorists” of Hamas. If the zionists want security they have to first make peace with Palestinians whose land they have stolen through fraud and force. Then only they can get security.

Israel can never, ever get security before ending its illegal occupation of Palestinian land.

Although it is common to hear Blacks half-joke that “white folks” waited until the system was in meltdown to hand over the White House keys to a “brother,” it is Barack Obama who has pulled off history’s biggest trick on African Americans. Obama caused Black America to drop its primary defense – a deep and abiding suspicion of the intentions of Power – at precisely the historical juncture when suspicion is most needed. As Constitutional power flowed into Obama’s person on January 20, African Americans in their forty millions willed themselves to believe they had “overcome” – when, in reality, they had been overcome by the delusion that the new president did not represent the Power that was never to be trusted, always to be resisted. No, he was a walking, talking treasure to be protected by the group as a whole, the repository of ancient Black hopes and the living proof of change. Most literate Black people are familiar with Frederick Douglass’s maxim, “Power concedes nothing without a demand.” But Black Obamites cannot conceive of making demands on “their” president, whom many believe is literally a God-send. Who would even think to make demands of an emissary from Jesus? Religion, that vaunted “rock” of Black society, once again knocks us senseless. “Black Obamites cannot conceive of making demands on ‘their’ president.” Shorn of defenses and politically neutered, Blacks become befuddled spectators to Obama’s version of economic “recovery” – a desperate effort to resurrect from near-death the investment bankster class that ultimately made like Richard Pryor and, driven by its accumulated contradictions, set itself on fire. Obama must also fulfill his obligations to American Empire, which sustained through threat and force of arms the artificial, unjust U.S. global advantages that allowed the Wall Street banksters to believe they could forever feast on the world’s sweat and resources while producing nothing themselves. Between the multi-trillion dollar pincers of an addicted military and the limitless cost of detoxifying a universe of derivative, fictional assets, the real economy and those that depend on it will be squeezed beyond endurance. Obama’s mission is truly impossible: to bring back from the dead the mighty investment banks that were until lately the arbiters of economic development in the United States. As Russian Prime Minister Vladimir Putin proclaimed at the World Economic Forum in Davos, Switzerland, “[T]oday, the pride of Wall Street – the investment banks – have practically stopped existing.” The composition of Obama’s economic team, which is suited only to the warped world of investment banking, shows the new president is determined to raise the dead. But even if such a resurrection were desirable, it cannot be done. By the end of 2007, the banksters had created $596 trillion in over-the-counter derivatives – 12 times the value of the gross planetary product of Earth. Bailout is a nonsensical proposition. What is occurring is a desperate effort to save the core institutions of the financial capitalist class at the unlimited expense of the real economy and its dependents – the rest of us. “Bailout is a nonsensical proposition.” It is logical, therefore, that the misdirected “recovery” of the real economy is by design rudderless, lacking any guiding federal institutional structure or general plan for economic development, despite unprecedented projected spending. The Obama team’s overarching goal, like the Bush team before it, is to recreate the primacy of investment bankers in guiding economic development – not to replace them with governmental mechanisms. Since the investment banksters “have practically stopped existing,” the real economy’s recovery effort will ultimately degenerate into a free-for-all grab fest amidst dwindling spoils. In the process of attempting to breathe life into the bankster zombies, Obama and his bipartisan buddies will exhaust the capacity of the federal government to make money out of nothing. At that point, it will be too late to pay for band-aid “reforms” to mend a gravely wounded economy and society. The self-immolation of the banksters, and the futile attempt to save them, will have destroyed the larger system. Black folks will be powerless to affect the trajectory of disaster, so long as the Obama delusion holds sway. In any case, from its conception the Obama plan contained no transformational elements that might have narrowed the institutional gaps between Blacks and whites, nothing that would alter the two-to-one ratio of Black unemployment to white joblessness, or shrink the Black Prison Gulag, or bring Blacks closer to wealth parity with whites. African American economic standing relative to whites is likely to slip further, given the fragility of the Black middle class. “From its conception the Obama plan contained no transformational elements that might have narrowed the institutional gaps between Blacks and whites.” Obama will preside over a society that is poorer, less fair, and likely to be engulfed in war, as the U.S. military tries to retain America’s unjust advantages in the absence of any recovery. The debacle will be exceedingly painful for Obama, who entered office with the apparent idea of creating a 21st Century “Era of Good Feeling,” much like the harmony that was said to reign over (the white sectors of) the nation from around 1815 to 1824. Back then, with the collapse of the Federalists, American politics was dominated by the Republican-Democrat Party. President James Monroe won the White House in 1820 with only one electoral vote against him – the kind of bi- or non-partisan heaven (except for slaves and Indians) that Obama craves, and attempts to recreate in his own small way by populating his cabinet and advisory ranks with Republicans. Those wishful souls that convinced themselves Obama would become the vessel in which to pour progressive ideas and programs in time of economic crisis, did not give him credit for having notions of his own – ideas that would sacrifice the people for the benefit of the banksters. Obama pursues his bankster rescue crusade in plain sight, yet white “progressive” supporters insist he’s up to something else, and Black Obamites avow he’s doing the work of God. Not quite. Citizens of other nations are taking to the streets, demanding relief and redress. But not here, where citizens “are enthralled by a man who explicitly instructs them not to confront the people and institutions that have brought them to the brink.” Freedom Rider: Economic Crisis Worsens by BAR editor and senior columnist Margaret Kimberley “Americans are losing their minds when they might alleviate their depression by taking to the streets.” The American economy continues its slide to new depths of brokenness and dysfunction. January 2009 was the worst January ever for the benchmark S&P 500 Index. In the last week of that same month, major corporations announced the layoffs of more than 100,000 workers. The state of New York is borrowing funds in order to pay benefits to an ever growing number of unemployed. The state of California can’t pay anyone anything, sending IOUs in lieu of tax refund checks. The other 48 states are in similarly dire straits. The federal government is broke, yet the new president is about to turn over the next round of bailout money to the financial services industry without any demand that working Americans benefit from the continued public largesse. While Americans focus on nonsense, the worldwide economic crisis strengthens its grip. Fortunately, citizens of other countries are not going quietly into the night. The usually peaceful people of Iceland threw out their government after international banksters destroyed their economy. The French, never shy about protesting, took to the streets to show their government that they wouldn’t be silent as unemployment rises and wages fall. The rest of the world may make demands on their political leadership, but Americans are stuck in a morass of apathy and ignorance brought about by corporate media disinformation. If the millions of Americans who voted for Barack Obama were to make demands on the system, there might be some hope for the nation. Unfortunately they are singularly unprepared to do anything they should do in order to save themselves. They ought to demand true health care reform. A system guaranteeing access for all would help individuals and also businesses such as the auto industry that are going bankrupt in part because of the cost of health care. Citizens ought to demand drastic cuts in military spending for the nation that spends more on defense than the rest of the world combined. Instead they are foolishly impressed when Obama puts on a show and pretends to be concerned about corporate jets and billion dollar bonuses on Wall Street. “The federal government is broke, yet the new president is about to turn over the next round of bailout money to the financial services industry.” Obama could have had an anti bonus provision in the TARP bail out bill if he had wanted one. As his party’s nominee for president, he gave TARP his full blessing. He said nothing that his banker backers didn’t like and now pretends that he is shocked, shocked, to find out that his fund raisers like to make and take as much money as possible. The much discussed stimulus bill is also a meaningless distraction. The “shovel ready” infrastructure projects do nothing to save homes or jobs or loosen credit.  The stimulus bill is instructive only in that it demonstrates how two-faced Barack Obama has turned out to be. He added tax cut provisions to the legislation not because he thought he would get Republican support. He already knew he would not. He added those provisions because he wanted them all along, knowing full well that Democratic House members would look and feel like chumps in the deal making process. Speaker Nancy Pelosi acknowledged as much but demurred when asked if the tax cuts provisions might be removed. “It’s something that we can live with,” said the House Speaker. Nancy should speak for herself. Easily fooled Americans were glued to the television watching the Obama inauguration while simultaneous ignoring their own worsening financial situation. Who can bother to look at the fine print on multi-billion dollar deals when HISTORY is being made? Now the same zombified population ignores presidential inaction on bankruptcy “cramdown” legislation that could save their homes, explicit threats to Social Security, and back-tracking on employee free choice for labor unions. “Obama added tax cut provisions because he wanted them all along.” In their delusion and despair, the only reaction left to non class conscious Americans is to turn on themselves. Murders and suicides are too often the reaction to financial disaster instead of righteous indignation directed towards a failed political and economic system. Americans are losing their minds when they might alleviate their depression by taking to the streets or at the very least giving their elected leaders a piece of their minds. Americans never had the tools to fully understand the system that is failing them so terribly. Now they are enthralled by a man who explicitly instructs them not to confront the people and institutions that have brought them to the brink. The economic meltdown will continue for a long time and so will the individual meltdowns and disasters for millions of people who will literally not know what hit them or where they ought to turn after the crash. Taliban’s darkness descends on Swat Valley

“GUL Makai” finished the Seventh Grade at her private school in Pakistan’s Swat Valley last December. But the holidays brought little joy for the young Afghan, her friends or family.

In a diary that she writes under a pen name for the BBC’s Urdu service she documents the miseries of life in the former tourist mecca, whose mountains have become a stronghold of militant Islamists.

“Our parents are very scared,” she writes in one entry. “They told us they would not send us to school until or unless the Taliban themselves announce on the FM channel that girls can go to school.”

Just 160km from Pakistan’s capital, Islamabad, the picturesque valley – once famed for its cosmopolitan ski resort and liberal, artistic community – has become a symbol of the Pakistani Government’s inability to crack down on a jihadist movement that is threatening to destabilise the country.

Almost daily, residents in Mingora, the only major town in Swat, find four to five headless bodies on the streets, victims of the Taliban.

Responsible for the reign of terror is radical cleric Maulana Fazlullah, a Talibani leader known as Radio Mullah for his fiery sermons broadcast nightly via a pirate FM radio frequency.

Fazlullah stepped up his campaign in Swat after November’s Mumbai attacks when Pakistan redeployed troops to the border with India. In just a few months he is said to have increased his area of control from less than a third to more than 80 per cent of the 9000sqkm area.

In December, he announced all education for girls would cease by January 15 – when private schools were due to reopen – prompting Pakistani newspaper The News to editorialise: “The beautiful valley now enters a time of darkness.”

The number of schools blown up or torched stands at 181, and militants have blown up power grids, bridges, gas lines and hotels.

Last week, Fazlullah demanded 40 provincial ministers and local government officials appear before a Taliban court to answer charges of causing unrest in the area, or face death.

Kamran Bokhari, senior South Asia analyst with US-based global intelligence company Stratfor, says Swat now represents a “red line” for the Pakistani Government.

Bokhari says the Taliban and al-Qa’ida have long had strongholds in the neighbouring Federally Administered Tribal Areas, a special autonomous zone along the Afghan border, but Swat is in the heart of the North Western Frontier Province and “very much part of Pakistan”.

“Swat is extremely important because if it does completely fall to the militants, or the army is unable to re-establish the writ of the state, then that would be the first district in Pakistan proper to fall,” he told The Australian.

The US views Swat as the most dangerous of the militant strongholds because its terror camps feed into the Taliban insurgency in Afghanistan – the Western coalition’s main front in the war on terror.

Pakistani Interior Affairs Minister Rehman Malik told the Senate last week that the organisations behind the trouble in the valley included al-Qa’ida, Tehrik-i-Taliban, Tanzeem-i-Islami, Tora Bora and Qari Mushtaq.

Swat is likely to be at the top of Richard Holbrooke’s agenda this week when he meets Pakistani leaders in Islamabad on his first visit as the US’s special envoy to South Asia.

While the Government has been fighting Fazlullah’s insurgency since 2007, many believe the strife in the region might have been averted far earlier had former president Pervez Musharraf shut down the cleric’s broadcasts, which tapped into local frustration with corruption and the judicial system.

“Absolutely everyone listens to the daily radio broadcasts, because they don’t know if a rival has made an accusation that puts them on the list,” a Mingora resident widowed by the Taliban told local media.

“It gives them an opportunity to present their side of the case to the Taliban, and be acquitted in the following day’s broadcast.”

The military has made little headway and has alienated many residents who suspect government troops of tipping off militants before attacks and accuse them of killing more civilians than militants.

Prime Minister Yousuf Raza Gilani vowed last week that his Government would swiftly crush the insurgency. But he added that military action was not the only solution, suggesting negotiations with Fazlullah might still be an option.

“You can’t imagine how bad it is,” Muzaffar ul-Mulk, a federal politician whose home in Swat was bombed in December, said of the security situation. “It’s worse day by day.”

Haji Adeel, a senator and senior ANP leader, told Dawn television that security was so dire that “no governor, chief minister or the Prime Minister can venture to go there”.

Those with the means have already relocated to Islamabad or Peshawar. Up to a third of the Swat’s 1.5 million population are said to have fled – and the region’s poorest residents began flooding out last week after the Government opened two relief camps around Mingora.

The UN Office for the Coordination of Humanitarian Affairs projected last week that the situation in Swat and FATA tribal areas could significantly worsen over the next 12 months, displacing a further 625,000 people.

Turkish prosecutor launches probe into whether Israel committed genocide against humanity in Gaza.
ANKARA – A Turkish prosecutor has launched an investigation into whether Israel committed genocide and crimes against humanity in its offensive in Gaza, his office said Friday.

The investigation follows a complaint lodged by the human rights association Mazlum-Der against several Israeli officials, including President Shimon Peres, Prime Minister Ehud Olmert, Foreign Minister Tzipi Livni, Defence Minister Ehud Barak and army chief of staff Gabi Ashkenazi.

“Every complaint merits an investigation,” the spokesman said when asked whether a probe had been launched into Mazlum-Der’s complaint.

Under Turkish law, prosecutors are obliged to look into all complaints to determine whether there are grounds to initiate a full-scale investigation that could lead to formal charges.

If the prosecutor decides the complaint does not merit a case, it will be dismissed.

In its petition, Mazlum-Der accused Israel of carrying out “direct attacks on civilians with the aim of annihilating them” and employing internationally-banned weapons in the process.

“The suspects, who wanted to wipe out the Palestinian people through systematic attacks, have committed genocide and crimes against humanity,” it said, demanding that the suspects be detained if they enter Turkey.

Turkish law allows for the trial of people accused of genocide or crimes against humanity even if the crimes were committed abroad.

Turkey, one of the few Muslim allies of Israel, harshly criticised the Jewish State over the war in Gaza amid almost daily anti-Israel demonstrations across the country.

Israel’s war on Gaza killed 1,330 Palestinians, mainly civilians, and wounded 5,450 others.

Among the dead were 437 children, 110 women, 123 elderly men, 14 medics and four journalists.

The wounded include 1,890 children and 200 people in serious condition. Six hundred injured people have been transferred outside Gaza for treatment.

The war also left tens of thousands of houses destroyed, while their residents remained homeless in the winter cold.

PALM BEACH, Fla., Feb 6 (Reuters) – Israel’s recent war in Gaza has unleashed the worst outbreaks of anti-Semitism in decades, the U.S. head of the Anti-Defamation League said on Friday.

“This is the worst, the most intense, the most global that it’s been in most of our memories. And the effort to get the good people to stand up is not easy,” Abraham Foxman told Jewish community leaders in a speech in this south Florida resort city.

Foxman said Israel’s military offensive against the Palestinian Islamist group Hamas, which began in the Gaza Strip in late December, had been answered with hatred and attacks against Jews “from Austria to Zimbabwe.”

Most governments were doing too little to stem “an epidemic, a pandemic of anti-Semitism,” he said.

Israel’s military invaded Gaza in a three-week offensive launched in late December, which Israeli leaders said was intended to stop Hamas from launching rocket attacks on Israel from the small territory.

Medical officials said the Israeli offensive killed 1,300 Palestinians, including 700 civilians, prompting widespread international complaints that Israel had used excessive force.

The Anti-Defamation League said recent anti-Jewish attacks triggered by the Gaza conflict ranged from the shooting of two Israelis by a man of Palestinian descent in Denmark to attacks on synagogues in Venezuela, Greece, Chicago and elsewhere.

In Turkey, an Israeli basketball team fled from the court after a crowd turned on them, calling them “killers.” In Toulouse, France, last month an attack on one synagogue involved two cars packed with fire bombs.

Foxman said that in protests around the world, the Star of David had been equated with the Nazi swastika and Jewish leaders were threatened. There had also been calls for boycotts of Jewish businesses in South Africa, Italy, Turkey and France.

“We need to insist that the civilized world stand up and say ‘No’ in every single country in the international arena to condemn this vicious, hideous violence,” said Foxman, whose organization is a global leader in the fight against anti-Jewish crime. (Editing by Pascal Fletcher and Vicki Allen)

It is not produced by a native of Waziristan. It is the product of Afghanistan because: 1) In its start they used some Afghani words in their conversation which are totally different from local Waziri and Mehsud accent. (2) [the ISI mouth pieces havve] never seen a lone militant without gun giving an interview [in the past]. (3) They used word “Pukhtikawa” which is not existed in local language. (4) Also he used word “Culture” which also makes it suspicious.

Such a passionate effort to prove this video fake or the product of Afghanistan has several reasons:

1. The person from Waziristan clearly states that what the Pakistani regime and its supporters call at Taliban are local people resisting the military aggression.

2. Innocent women and children are being killed in the name of killing Taliban.

3. Lists the problems which the Pakistani regime created for the local people with its invasion and occupation of the tribal areas.

4. The military is Punjabi dominated and in the operation in tribal areas mostly Punjabi soldiers and generals are assigned. As a result, for the locals it has become a war against Punjab and the US.

5. The US and Pakistani regime are trying hard to divide and annihilate the resistance. Several types of groups, laskars, Taliban have been introduced. However, this person is calling his fellow victims in the name of Pashtun nationalism – not Islam, not al-Qaeda, not anything else, but is calling for Pashtun unity.

This is extremely worrisome for the mercenary army of Pakistan. Thats why all efforts are underway to prove this video a fake production. However, any one who is a Pashtu speaker and have ever interacted with people from Waziristan, particularly Mir Ali and the surrounding areas, would testify that this is a pure dialect of Pakistani tribal in Waziristan. As far the facts regarding plight of the tribal people and the lies about Taliban and al-Qaeda are concerned, the statements in this video are 100% accurate. Pak-production or Afghan production, the facts stated in this media are undeniable and the root of the problem.

BLA rocket attack kills soldier in Quetta

QUETTA: A soldier of the Pakistan Army was killed and three others injured when the Balochistan Liberation Army (BLA) fired nine rockets on the Quetta cantonment on Saturday.

The rockets, fired in the afternoon, killed one soldier, identified as Hawaldar Zubair, and injured Asif, Khalid and Sadiq. Two of the rockets hit Khalid Airbase, sources said.

Talking to Daily Times, BLA spokesman Bibarg Baloch claimed responsibility for the attack.

Meanwhile, unidentified government functionaries reportedly took Dr Basheer Azeem, president of the Balochistan Republican Party (BRP), and Qambar Chakar, a leading activist of the Balochistan Students Organisation into custody on Saturday.

Baloch nationalist leader Dr Abdul Hakeem Lehri, chairman of the Baloch National Congress, confirmed the ‘disappearance’ of the two nationalists.

He said a black day would be observed on Sunday against the ‘disappearance’ of the two Baloch leaders.

In an interview to Dawn and another news outlet, Mr Kerry also assured Pakistan that no new restrictions would be imposed on US military assistance to that country. However, the existing restrictions will remain.

The committee Senator Kerry chairs will play a crucial role in passing the bill, which was introduced in the previous Congress but now has to be reintroduced. The measure already enjoys bipartisan support, the senator said.

“I hope within next weeks we will have bill in a sufficient place to be able to introduce it again,” said Mr Kerry.

“We are just trying to right now make sure that we touch base with the Defence Department, the State Department and various people so that we are all on the same page and there is a complete unanimous support.”

The move negates efforts of the Indian lobbies on Capitol Hill who recently formed a task force to invoke economic sanctions on Pakistan. It also refutes media speculation that the bill moved in the previous Congress had died.

The new measure, Senator Kerry said, would “at least triple non-military aid to Pakistan on annual basis” and added: “We are looking at the question of whether we may put additional money.’’

The “Enhanced Partnership with Pakistan Act” would authorise $1.5 billion annually for 10 years. Mr Kerry said the proposed measure enjoyed bipartisan support on the Hill as the lawmakers believed “that it is important to have a relationship” with the people of Pakistan.

“We look forward to encouraging the growth of democracy, the stability of the institutions, the effort to defeat the violent extremists.”

Senator Kerry said that instead of bringing new restrictions against Pakistan, “the effort here is to be cooperative to create a stronger relationship.”

He said the United States was “very supportive” of President Zardari’s efforts to try to provide governance and strong civil institutions. But he said it did not mean that the previous Pakistani government was insincere to the fight against militancy. — Anwar Iqbal

Associated Press finds that over the past five years, the money the military spends on winning hearts and minds at home and abroad has grown by 63 percent, to at least $4.7 billion this year

WASHINGTON– As it fights two wars, the Pentagon is steadily and dramatically increasing the money it spends to win what it calls “the human terrain” of world public opinion. In the process, it is raising concerns of spreading propaganda at home in violation of federal law.

An Associated Press investigation found that over the past five years, the money the military spends on winning hearts and minds at home and abroad has grown by 63 percent, to at least $4.7 billion this year, according to Department of Defense budgets and other documents. That’s almost as much as it spent on body armor for troops in Iraq and Afghanistan between 2004 and 2006.

This year, the Pentagon will employ 27,000 people just for recruitment, advertising and public relations — almost as many as the total 30,000-person work force in the State Department.

“We have such a massive apparatus selling the military to us, it has become hard to ask questions about whether this is too much money or if it’s bloated,” says Sheldon Rampton, research director for the Committee on Media and Democracy, which tracks the military’s media operations. “As the war has become less popular, they have felt they need to respond to that more.”

Yet the money spent on media and outreach still comes to only 1 percent of the Pentagon budget, and the military argues it is well-spent on recruitment and the education of foreign and American audiences. Military leaders say that at a time when extremist groups run Web sites and distribute video, information is as important a weapon as tanks and guns.

“We have got to be involved in getting our case out there, telling our side of the story, because believe me, al-Qaida and all of those folks … that’s what they are doing on the Internet and everywhere else,” says Rep. Adam Smith, D-Wash., who chairs the Terrorism, Unconventional Threats and Capabilities Subcommittee. “Every time a bomb goes off, they have a story out almost before it explodes, saying that it killed 15 innocent civilians.”

On an abandoned Air Force base in San Antonio, Texas, editors for the Joint Hometown News Service point proudly to a dozen clippings on a table as examples of success in getting stories into newspapers.

What readers are not told: Each of these glowing stories was written by Pentagon staff. Under the free service, stories go out with authors’ names but not their titles, and do not mention Hometown News anywhere. In 2009, Hometown News plans to put out 5,400 press releases, 3,000 television releases and 1,600 radio interviews, among other work — 50 percent more than in 2007.

The service is just a tiny piece of the Pentagon’s rapidly expanding media empire, which is now bigger in size, money and power than many media companies.

In a yearlong investigation, The Associated Press interviewed more than 100 people and scoured more than 100,000 pages of documents in several budgets to tally the money spent to inform, educate and influence the public in the U.S. and abroad. The AP included contracts found through the private FedSources database and requests made under the Freedom of Information Act. Actual spending figures are higher because of money in classified budgets.

The biggest chunk of funds — about $1.6 billion — goes into recruitment and advertising. Another $547 million goes into public affairs, which reaches American audiences. And about $489 million more goes into what is known as psychological operations, which targets foreign audiences.

Staffing across all these areas costs about $2.1 billion, as calculated by the number of full-time employees and the military’s average cost per service member. That’s double the staffing costs for 2003.

Recruitment and advertising are the only two areas where Congress has authorized the military to influence the American public. Far more controversial is public affairs, because of the prohibition on propaganda to the American public.

“It’s not up to the Pentagon to sell policy to the American people,” says Rep. Paul Hodes, D-N.H., who sponsored legislation in Congress last year reinforcing the ban.

Spending on public affairs has more than doubled since 2003. Robert Hastings, acting director of Pentagon public affairs, says the growth reflects changes in the information market, along with the fact that the U.S. is now fighting two wars.

“The role of public affairs is to provide you the information so that you can make an informed decision yourself,” Hastings says. “There is no place for spin at the Department of Defense.”

But on Dec. 12, the Pentagon’s inspector general released an audit finding that the public affairs office may have crossed the line into propaganda. The audit found the Department of Defense “may appear to merge inappropriately” its public affairs with operations that try to influence audiences abroad. It also found that while only 89 positions were authorized for public affairs, 126 government employees and 31 contractors worked there.

In a written response, Hastings concurred and, without acknowledging wrongdoing, ordered a reorganization of the department by early 2009.

Another audit, also in December, concluded that a public affairs program called “America Supports You” was conducted “in a questionable and unregulated manner” with funds meant for the military’s Stars and Stripes newspaper.

The program was set up to keep U.S. troops informed about volunteer donations to the military. But the military awarded $11.8 million in contracts to a public relations firm to raise donations for the troops and then advertise those donations to the public. So the program became a way to drum up support for the military at a time when public opinion was turning against the Iraq war.

The audit also found that the offer to place corporate logos on the Pentagon Web site in return for donations was against regulations. A military spokesman said the program has been completely overhauled to meet Pentagon regulations.

“They very explicitly identify American public opinion as an important battlefield,” says Marc Lynch, a professor at George Washington University. “In today’s information environment, even if they were well-intentioned and didn’t want to influence American public opinion, they couldn’t help it.”

In 2003, for example, initial accounts from the military about the rescue of Pvt. Jessica Lynch from Iraqi forces were faked to rally public support. And in 2005, a Marine Corps spokesman during the siege of the Iraqi city of Fallujah told the U.S. news media that U.S. troops were attacking. In fact, the information was a ruse by U.S. commanders to fool insurgents into revealing their positions.

The fastest-growing part of the military media is “psychological operations,” where spending has doubled since 2003.
Psychological operations aim at foreign audiences, and spin is welcome. The only caveats are that messages must be truthful and must never try to influence an American audience.

In Afghanistan, for example, a video of a soldier joining the national army shown on Afghan television is not attributed to the U.S. And in Iraq, American teams built and equipped media outlets and trained Iraqis to staff them without making public the connection to the military.

Rear Adm. Gregory Smith, director of strategic communications for the U.S. Central Command, says psychological operations must be secret to be effective. He says that in the 21st century, it is probably not possible to win the information battle with insurgents without exposing American citizens to secret U.S. propaganda.

“We have to be pragmatic and realistic about the game that we play in terms of information, and that game is very complex,” he says.

The danger of psychological operations reaching a U.S. audience became clear when an American TV anchor asked Gen. David Petraeus about the mood in Iraq. The general held up a glossy photo of the Iraqi national soccer team to show the country united in victory.

Behind the camera, his staff was cringing. It was U.S. psychological operations that had quietly distributed tens of thousands of the soccer posters in July 2007 to encourage Iraqi nationalism.

With a new administration in power, it is not clear what changes may be made. Obama administration officials have said they intend to go through the Department of Defense budget closely to trim bloated spending.

The emphasis on influence operations started with former Defense Secretary Donald Rumsfeld. In 2002, Rumsfeld established an Office of Strategic Influence that brought together public affairs and psychological operations. Critics accused him of setting up a propaganda arm, and Congress demanded that the office be shut down.

Rumsfeld has declined to speak to the press since leaving office, but while defense secretary he spoke bluntly about his desire to revamp the Pentagon’s media operations.

“I went down that next day and said, ‘Fine, if you want to savage this thing, fine, I’ll give you the corpse,”‘ Rumsfeld said on Nov. 18, 2002, according to Defense Department transcripts of a speech he delivered. “‘There’s the name. You can have the name, but I’m gonna keep doing every single thing that needs to be done and I have.”‘

In 2003, Rumsfeld issued a secret Information Operations Roadmap setting out a plan for public affairs and psychological operations to work together. It noted that with a global media, the military should expect and accept that psychological operations will reach the U.S. public.

“I can tell you there wouldn’t be a single American disappointed with anything that we’ve done that might be out there, that they don’t know about,” says Col. Curtis Boyd, commander of the 4th PSYOP Group, the largest unit of its kind. “Frankly, they probably wouldn’t care because maybe they are safer as a result of it.”

In January 2008, a new report by the Defense Science Board recommended resurrecting the Office of Strategic Influence as the Office of Strategic Communications. But Congress refused to fund the program.

In February, the Army released a new eight-chapter field manual that puts information warfare on par with traditional warfare.
